I use a site call www.billmyclients.com - It's really easy and keeps things in order. I can also take payments over the phone with their credit card using PayPals virtual terminal.

We just launched our publication in April. It's called Soul Pitt Quarterly - Pittsburgh's Premier Minority Arts & Entertainment Magazine. www.soulpittquarterly.com

If your still looking, would be happy to send you copies of mine. As for payment, in this economy, get the money up front to start. As you build a relationship with advertisers then you can provide terms. Paypal is easy to use and affordable.
