I am an experienced magazine publisher, trying to start my second title. I had to sell my magazine so my family and I could relocate.
I am now living in one the healthiest and fittest states in the US, and I'm trying to start a family/health/fitness magazine. I placed one ad for freelance writers, and I had over 170 HIGHLY qualified individuals reply, telling me how much the state needs a magazine like this.
I have started the process of seeking out investors, but everybody wants to see some decent return (15-20%) by the end of the first year. Maybe I'm in the minority, but from what I've learned, unless you have an AMAZING sales team, you aren't going to see a profit until the magazine has carved its own niche.
What I would like to find is somebody to fund the entire first year of operation (1o issues, 2 months off, 2 months of prep time), but nobody will touch that amount with a 10-foot pole.
Where can somebody go to find this kind of cash?

How are you planning to become profitable? Ads? Paid circulation? Combination of both?
As someone who gave up on launching a similar type of magazine--at least for the time being--I can tell you that the biggest problem was the perceived depth of magazines targeting the demographic I was seeking to reach. In short, I was told, "Advertisers have 50 options before yours if they want to reach the same audience."
So my suggestion is that you carefully examine your revenue-generating plans and be sure the title can be sustained initially, and grow significantly in the future.
You're right about expectations of return. I'm in the process of launching another magazine right now, and that's the clear focus of potential investors.
