Def the best way to attract investors. A football magazine? That's dope since pretty much everyone loves football. Is it print, online or both? If you plan to print then it needs to be online as well. How the online content differs from the print content is another thing. Well as for the whole start up process, I'd say first indentify your mission, values and vision. Work out the revenue streams. Then SWOT it. Then market analysis (who are your competitors? (big and small) how are you positioned in your market?) strategy and outcomes of a sucessful implementation of strategy over the course of 3-5 years. It's not as daunting a task as it seems but it does require much contemplation.
