Startup a coupon magazine

I have never done a magazine in my life, but I know I could do one. I am in the process of doing due deligence to initiate a coupon magazine in my city. Basically the idea is to connect people within the city with the attraction of coupons. I am trying to understand the process and people involved to get a magazine started. Any help is really appreciated.
