determining ad rates/min page count

I'd love some guidance in determining my rates to make certain i'm 'covering my nut' each month. Also, how do i determine my minimum page count once monthly revenue requireents are established? I've handled the sales/mktg of several established pubs, but this is the first start up i've worked with. Any advice would be greatly valued.
